Carbon Offsets Are No Sure Way To Prevent Climate Change

Countries participating in programs designed to reduce greenhouse gas emissions have taken various approaches to do so, in response to the 1997 Kyoto Protocol that required developed countries to lower emissions below 1990 levels. But according to a new report by the National Center for Policy Analysis, there has been little indication that these programs actually work.
